		<description><![CDATA[ U.S. Secretary of State Hillary Clinton says the United Nations must act to end what she calls the Syrian government's "divide and conquer" strategy against its own people. But Russia vows to veto any U.N. action against its allies in Damascus. A Look at the Arab League The League of Arab States, or Arab League, is an association of 22 Arab states, based in Cairo. It was founded on March 22, 1945 in Cairo, with the aim of strengthening the relationships between member states through political, cultural and economic cooperation. The first six members of the organization were Egypt, Iraq, Transjordan (later renamed Jordan), Lebanon, Saudi Arabia and Syria. Yemen joined a few months later Nabil Elaraby was elected secretary-general of the Arab League in May 2011. Syria's membership was suspended in November 2011, following bloodshed caused by brutal government crackdowns on pro-democracy protests. On Jan. 22, 2012, the Arab League proposed to Syria that President Bashar al-Assad should transfer power to a deputy and form a national unity government within two months. The plan was rejected by Syria. After meeting with her French and British colleagues in New York, U.S. Secretary of State Hillary Clinton went before the United Nations Security Council to support Arab League action against Syrian President Bashar al-Assad. "The United States urges the Security Council to back the Arab League’s demand that the Syrian government immediately stop all attacks against civilians and guarantee the freedom of peaceful demonstrations," she said. Secretary Clinton says President Assad has driven his country to the brink of chaos and the longer he continues, the harder it will be to rebuild Syria once he is gone. "We all know that change is coming to Syria.  Despite its ruthless tactics, the Assad regime’s reign of terror will end and the people of Syria will chart their own destiny.  The question is how many more innocent civilians will die before this country is able to move forward to the kind of future it deserves," she said. But Russian Foreign Minister Sergei Lavrov says U.N. action could make the situation even worse. "An essential element of any U.N. resolution must be the firm statement that this resolution can not be interpreted to justify any kind of outside military intervention in Syria," he said. Steve Heydemann, a Middle East analyst for the United States Institute of Peace, says Moscow fears a change of government in Damascus would weaken Russia's position. "If the regime were to change and Syria were to move in a more pro-Western direction, I think the Russians would view that as a blow to their strategic posture in the region. And so one of the things that the U.S. might do is to offer reassurances to the Russians that even if a process of regime transition happens in Syria, they won't be left out," he said. In order to avert a Russian veto, U.S. officials say they are ready to work with all U.N. members to pass a resolution supporting Arab League efforts to end the crisis. 		<description><![CDATA[ Tens of thousands of Syrian government loyalists have rallied in major cities in a second day of protests against an Arab League decision to suspend Syria's membership for continuing a deadly crackdown on an opposition uprising. Syrian state television broadcast images of large pro-government crowds in Damascus, Aleppo and other cities on Sunday. Many of the demonstrators waved Syrian flags and held pictures of Syrian President Bashar al-Assad. In a vote Saturday, the Arab League agreed to suspend Syria beginning Wednesday if the Assad government continues to ignore the regional bloc's call to engage in dialogue with the opposition and end the crackdown on the eight-month-old revolt. Assad loyalists angered by the Arab League's move stormed the Saudi and Qatar embassies in Damascus late Saturday, angered that both nations were among the 18 that voted in favor of suspending Syria in the 22-member body. Saudi Arabia condemned the assault on its embassy in the Syrian capital, saying it holds Damascus responsible for the the security of all Saudi interests in the country. The official Saudi Press Agency says anti-Arab League protesters threw stones at the embassy building, smashed windows and ransacked offices. A large crowd also gathered outside Qatar's embassy and broke through the gates. Turkish news agency Anatolia says pro-Assad demonstrators also tried to break into the Turkish embassy in Damascus and Turkish consulates in Aleppo and Latakia. Turkey is not an Arab League member but has been strongly critical of neighboring Syria's use of force to suppress peaceful opposition protesters. Syria signed on to the Arab League plan for dialogue on November 2, but the violence has escalated, with more than 150 people killed in attacks by security forces on anti-Assad protesters and in deadly battles between the military and army defectors. The Arab League vote drew praise from the United Nations, the United States and Britain. U.N. Secretary-General Ban Ki-moon called the move "strong and courageous" and welcomed the league's intention to provide protection for Syrian civilians. Ban said the world body is "ready to provide the relevant support when requested." U.S. President Barack Obama said the Arab League decision increases the diplomatic isolation of a government that has "flagrantly failed to keep its commitments" and "systematically violated human rights and repressed peaceful protests." A spokesman for British Prime Minister David Cameron reiterated a call by Western powers for Assad to step down after 11 years in power and allow a political transition to begin. Syria's ambassador to the league, Youssef Ahmed, rejected the vote as illegal and contrary to the organization's charter. He said the Syrian government remains committed to fulfilling the Arab League peace plan. The U.N. human rights agency says at least 3,500 people have been killed in Syria in connection with anti-Assad protests, which have been under way since March. Syria blames much of the deadly violence on foreign-backed "terrorists" and extremists. 		<description><![CDATA[ (Iran Nuclear Timeline) Britain, France and Germany said Wednesday Iran faces further sanctions if it refuses to cooperate with U.N. nuclear experts who say they have "credible" evidence of Iranian efforts to design a nuclear weapon. The International Atomic Energy Agency (IAEA) released a report Tuesday expressing "serious concern" about information indicating that Iran has worked on a nuclear weapon design, including the "testing of components." Iranian President Mahmoud Ahmadinejad told a nationally-televised rally on Wednesday that his country will not retreat "one iota" from its nuclear path. He also rejected the IAEA report, saying it contains "absurd" U.S. claims. The report represents the U.N. agency's strongest and most detailed allegations yet of military dimensions to Iran's nuclear program. Israeli Prime Minister Benjamin Netanyahu issued a statement Wednesday urging the international community to stop what he called Iran's pursuit of nuclear weapons, which he says endangers the peace of the world and the Middle East. Western powers say they want to prevent Iran from becoming nuclear-armed, but Tehran insists its nuclear program is peaceful. The United Nations has imposed four rounds of sanctions on Iran for refusing to stop nuclear activities that could have civilian and military uses.   Russia said Wednesday it will not support a new round of sanctions. Deputy Russian Foreign Minister Gennady Gatilov told the Interfax news agency that Moscow believes new sanctions will be seen in the international community as a pretext to try to pursue "regime change" in Iran. But British Foreign Secretary William Hague said Wednesday London is considering "additional measures" to increase pressure on Iran if it does not change direction.   French Foreign Minister Alain Juppe also warned of "unprecedented" sanctions if Iran refuses to address international concerns about its nuclear program. German Foreign Minister Guido Westerwelle said if Iran continues to ignore Western concerns, stronger sanctions will be inevitable.  China said Wednesday it is studying the IAEA report and called for dialogue and cooperation. 		<description><![CDATA[ European leaders meeting at the second emergency summit in Brussels this week announced an agreement to force banks to sharply increase their capital requirements so they can absorb expected losses on holdings of Greek debt. Leaders say it's an important first step in a larger plan to restore financial stability in the region.  But while the broad outlines of a comprehensive debt relief plan are starting to emerge, the details remain sketchy.   Under intense pressure to reach an accord aimed at resolving the two year old debt crisis - European leaders agreed on a plan Wednesday to force banks to boost their capital ratios to make sure they can deal with future emergencies. Lithuanian president Dalia Grybauskaite called it a major breakthrough for the 27 member countries of the European Union.  But she says now the work begins. "Of course the main thing now is restructuring all the banking sector, to stabilize and to give the guarantees that we are all behind it. So the Greek package will be renegotiated now and to go to the banking sector and representatives of banks.  But we 27 give green light for negotiations to be finalized.  And now it's all about technicalities," she said. One of the technicalities involves the amount of Greek debt European banks are willing to write off.   European leaders want banks to take as much as a 60 percent loss, nearly three times the amount they agreed to in July. Although England is not one of the 17 countries that use the euro, British Prime Minister David Cameron says the developments are crucial to the success of the entire continent. "It's very much in Britain's interest that we sort out these problems and solve this crisis. We made good progress on the bank recapitalization. That wasn't watered down, it's now been agreed. It will only go ahead when the other parts of a full package go ahead and further progress on that needs to happen tonight (October 26, 2011)," he said. German chancellor Angela Merkel, who won a mandate from German lawmakers to boost the size of the eurozone rescue fund, said it was crucial for the region to act as one. "Germany can't do well if Europe doesn't. That's why the most important goal for the government must be that Europe emerges stronger from the crisis. This means Europe must become a Stability Union," she said. Financial markets had anticipated more progress in Brussels this week.   Michael Hewson, a market analyst for CMC markets in London, said "We're not going to get a quick resolution, the market's going to have to suck it up." While the immediate focus of the Brussels meetings have been on efforts by Greece to reduce its massive debt; Italy, Europe's third largest economy is also under pressure to adopt economic reforms to stave off the possibility that it could become the fourth eurozone country to need a bailout. ]]></description>

Credit: Reuters/Shannon Stapleton By Andrew Seaman WASHINGTON &#124; Wed Jul 27, 2011 9:44am EDT WASHINGTON (Reuters) - New York City's requirement that fast-food restaurants post calorie counts on menus led one in six customers to notice the information and buy foods with fewer calories, according to new research released on Tuesday. While overall calorie consumption for the thousands of people tracked did not change, customers of McDonald's, Au Bon Pain and Yum Brands Inc's KFC were shown to make significant modifications, according to the study funded by the city of New York and the Robert Wood Johnson Foundation. The report, published in the British Medical Journal, is one of the first to show a 2008 New York City law, requiring restaurant chains to prominently post calorie information, changed customer buying habits. Advocates of the law see it as an important measure to help Americans lose weight, as more than two-thirds of the country's citizens are overweight or obese, conditions linked to health problems like high blood pressure and diabetes. "We think, overall, these initial findings are positive," Dr. Lynn Silver, director of New York City's Office of Science and Policy and co-author of the report, told Reuters. "We're optimistic, as calorie labels go national, and consumers become accustomed to using the information that chains will have a strong incentive to offer lower calorie options," she said. Restaurant chains have begun to include lighter fare on their menus to help customers cut down on fat, sugar and sodium intake. The report cited examples at sandwich chain Cosi, which began using low-fat mayonnaise in its sauces, while coffee chain Starbucks made low-fat milk as its default and Applebee's introduced a menu with dishes under 550 calories. All of these changes came after the New York calorie label law came into effect, the study said. Separately on Tuesday, McDonald's said it will soon cut the french fry servings in its children's Happy Meals by more than half and add apple slices to every meal. CUTTING THE FAT The New York city report surveyed the lunchtime crowd at 11 fast-food restaurant chains, looking at receipts for more than 7,300 people 12 months before the law took effect and for nearly 8,500 customers nine months after it was implemented. For the three main restaurant chains studied, customers on average bought 44 fewer calories at McDonald's, 80 fewer calories at Au Bon Pain and 59 fewer calories at KFC. Subway, the popular sandwich chain, saw a significant increase during the survey because of its promotional offer for a $5, foot-long sandwich. The other chains saw little change in their customers' purchases. Earlier this year, a study published in the International Journal of Obesity, found New York City's label law had little affect on the food children chose to order. While both studies focus on New York City's 2008 law, people across the country are keeping a close eye on the results. President Barack Obama's 2010 healthcare overhaul mandates a similar requirement nationwide in an effort to curb the U.S. obesity epidemic. In 2009, the Centers for Disease Control and Prevention estimated that at least 20 percent of adults in all states, except Colorado, were obese.
