		<description><![CDATA[ Republican voters in the U.S. state of Iowa will hold party caucuses Tuesday in the first step in choosing a candidate who will challenge President Barack Obama in the November election. Voters will gather in churches, school houses and other meeting places to cast their votes.   The latest voter surveys indicate that former Massachusetts governor Mitt Romney has the lead in Iowa among Republican contenders. Romney is closely followed by Texas Congressman Ron Paul. Former Pennsylvania senator Rick Santorum is in third place. After days of criticizing each other, the Republican candidates on Monday focused on President Obama, a Democrat. Romney hammered away at Obama's record on the economy. “He said if 'I can’t get this economy turned around in 3 years, I’m looking at a one-term proposition.' I’m here to collect,” Romney said. Santorum attacked the Obama administration for regulations on business. “People are saying, well what’s hurting this economy? This president, and his top down, I know best, I’m going to tell you how to run your business, how to run your farm, how to run your life. The huge cost that that’s putting on the American people and business is crushing this economy,” Santorum said. Former congressman Newt Gingrich, who is well behind the leaders in the poll, also took aim at Obama, blaming him for the political divisions in Washington. "What America needs is a president who thinks about the children and the grandchildren of this country and the future of this country, and puts that above his own petty, arrogant ambitions and instead serves the country,” Gingrich said. Voters in Iowa often do not crown the eventual presidential nominees for either Republicans or Democrats.  But its first-in-the-nation caucuses can serve as a launchpad for political success in other states during the next several weeks of the candidate selection process.  The Iowa caucuses also serve to push weaker contenders out of the race. A survey Monday in Iowa's largest newspaper, the Des Moines Register, indicates 41 percent of voters had not made up their minds. Of the seven Republican contenders, one of them, the former U.S. ambassador to China Jon Huntsman, has not campaigned in Iowa.  He is pinning his hopes on a good showing in the northeastern state of New Hampshire, where voters will cast primary election ballots on January 10. Obama is unopposed for his party's renomination, but he faces a difficult test to win another term.  The nation's economy, the world's largest, has recovered sluggishly from the 2007-2009 recession, leaving many voters questioning his leadership. 		<description><![CDATA[ Libya's opposition Transitional National Council has announced a four-day deadline for forces loyal to Moammar Gadhafi in his hometown of Sirte to surrender. Rebels bracing for final battle TNC leader Mustafa Abdel Jalil said Tuesday in the rebel-stronghold of Benghazi that rebels will resort to military action in Sirte if they get no indication by Saturday of a peaceful end to the conflict there. Rebels say they are bracing for a final battle to gain control of most of their country. Gadhafi has not been seen since rebel fighters seized the capital, Tripoli, last week, and Sirte is considered one area where he may be hiding. Rebel forces have drawn closer to Sirte and NATO has carried out airstrikes against radar sites, missile systems and armed vehicles.   NATO's Colonel Roland Lavoie told reporters Tuesday the alliance is aware of negotiations going on between pro- and anti-Gadhafi forces in Gadhafi's hometown.   Gadhafi, a 'global threat' He said Gadhafi remains a "global threat" and "continues to threaten the overall population of Libya."  He added that Gadhafi still displays the ability to command and control military forces and weapons and has shown "no intent to retreat peacefully and call his forces off hostilities." Earlier, rebel leaders in Libya demanded authorities in Algeria extradite Libyan leader Moammar Gadhafi's wife and three of his children, after the group entered Algeria early Monday. Gadhafi's wife, 3 children in Algeria The Algerian Foreign Ministry announced that Gadhafi's wife Safiya, daughter Aisha, and two of his sons, Mohammad and Hannibal, had all crossed into the country by car. They said the spouses of the Libyan leader's children and their offspring had also arrived. Officials in Algiers said they reported the information to the United Nations Secretary-General and Libya's opposition TNC. Rebel officials have previously accused Algeria - Libya's only North African neighbor that has not recognized the council - of backing Gadhafi and providing him with mercenaries to suppress the revolt. Algeria has denied the charge. Crimes against humanitity Also, a U.S. human rights group says it has uncovered evidence of possible war crimes by pro-Gadhafi forces in Misrata. Physicians for Human Rights said in a report released Tuesday that forces loyal to Mr. Gadhafi carried out murder, torture, rape and forced internment.  The report says the troops forced civilians to act as a human shields to guard military munitions from NATO attacks, and blocked civilians from receiving humanitarian aid. The group said its findings are based on interviews in Misrata in June, and said it was unable to confirm allegations against rebel fighters and NATO made by Gadhafi officials.  It also calls on the TNC to establish rule of law in Libya to prevent further bloodshed, and to fully cooperate with the International Criminal Court. The World Food Program said Tuesday it is sending 600 metric tons of food to Tripoli along with other urgent supplies, including water, medicine and fuel to help people affected by the fighting.  The group says the food will be distributed by the Libyan Red Crescent and help feed 35,000 people for one month. Leaders from governments backing NATO operations over Libya are meeting in Paris Thursday to discuss ways to help Libyans now that the opposition has gained control over most of the country.  U.S. Secretary of State Hillary Clinton is among those who will attend the talks. Senior rebels officials said Monday that Gadhafi's son Khamis, head of an elite paramilitary brigade, may have been killed Saturday in clashes south of Tripoli. His death has been announced several times since Libya's conflict erupted but was never confirmed. Gadhafi's sons played important roles in Libya's military and economic life. Meanwhile, opposition forces continue to search for the embattled former leader. Unconfirmed reports say he is in government-controlled territory south of Tripoli, but Gadhafi has not been seen since rebel fighters seized the capital last week. The White House said the U.S. government has no indication that the ousted leader has left Libya. In Libya Monday, rebel forces drew closer to Gadhafi's hometown of Sirte. Rebel commanders in Misrata say opposition forces pushing toward Sirte from the west on moved within 30 kilometers of the coastal city, located 450 kilometers east of Tripoli. A rebel spokesman Sunday said anti-government forces will seize Sirte by force if negotiations fail with tribal leaders for its surrender. The head of the rebel council, Mustafa Jalil, said Monday that Gadhafi still poses a threat to Libya and the world. Jalil also called for the continued support of NATO, which has been carrying out airstrikes against pro-Gadhafi forces since March under a U.N. mandate to protect civilians. Leaders from governments backing NATO operations over Libya are meeting Thursday in Paris to discuss ways to help Libyans now that the opposition has gained control over most of the country. U.S. Secretary of State Hillary Clinton is among those who will attend the talks. France said it dispatched a team to Tripoli on Monday to reopen its embassy after closing it for six months as rebels fought for control of the country. The International Organization for Migration said Monday its ship evacuated about 850 stranded migrants and displaced Libyans from Tripoli one day earlier. A Red Cross ship entered Tripoli harbor Sunday carrying supplies for the city, which saw days of fighting between rebels and Gadhafi supporters last week. A VOA correspondent reported that the capital has widespread shortages of medicine, drinking water and other basic supplies. Many areas are still without electricity. Human Rights Watch said Sunday that pro-Gadhafi forces committed possible war crimes as rebels moved into the Libyan capital last week. They say researchers have documented more than 110 corpses in four locations in Tripoli. Many of them appear to have been killed execution-style either while in detention or with their hands bound. The article below was originally published in Economic Observer . When Liu Li boarded a plane for the United States, she had a little bit of makeup on, was wearing a loose dress, and had her hair up. She tried to hold her handbag in front of her belly in a natural way, just as the middleman had taught her. She was trying to look as calm as any wealthy Chinese lady would look when travelling abroad. But Liu Li couldn't help feeling terribly nervous: she was six months pregnant when she left for the United States, where she wanted to give birth to an American citizen. (See: "On the Cutting Edge [EM] China's Extraordinary Buildings") Liu Li knew that going through customs would be a lot easier than obtaining a U.S. visa. In order to obtain the tourist visa that enabled her to go to America for the delivery, she had to carefully choose her clothes, and spend a lot of time practicing her walking and interview techniques. She memorized a host of details about her hotel booking and about famous sight-seeing spots so as to convince the Embassy officer that she was just another Chinese woman going shopping in the States. The temptation of a 'born in the USA' child Giving birth to a child abroad is not a privilege reserved to the stars and the very wealthy. An increasing number of expectant middle-class parents also fancy giving their children passports that they can feel proud of. "The return on investment is higher than robbing a bank," the consultancy agent tells women such as Liu. When Chinese children are born in America, they automatically become U.S. citizens. Once they reach 21, their parents will be able to apply for green cards and emigrate. Those who would prefer a closer destination can go to Hong Kong, whose passport gives access to more than 120 countries without the need of a visa. Advantages include the fact that children will receive bilingual education (which will give them a foothold in the international world), and the fact that they will also enjoy the preferential policies for going to Chinese universities. After consulting quite a few agencies for expectant mothers, Liu Li chose a reputable one. Airplane tickets, fees for labor, pre- and post-delivery care cost her roughly 20,000. Since most airlines refuse to accept women passengers who are more than 32 weeks pregnant, Liu Li set off for America when she was six months pregnant and then checked into a Chinese birthing center in California. After her arrival, Liu Li realized that the area was full of facilities set up for Chinese women like herself. On the limited occasions when Liu Li goes to the Punete Hill Mall near her birthing center - the facility limits walks outside its premises to three per week, each time for about three hours - Liu Li bumps into lots of pregnant Chinese women. Birthing centers such as Liu Li's, which are mostly situated in America's beautiful west coastal areas, operate without a business license, and try to be as discreet as possible. In April, a number of illegally converted maternity centers in Los Angeles were discovered and shut down, which makes Liu Li very nervous. (See: "China Stamps Out Democracy Protests") Incompatible nationalities Going to the United States to give birth and taking a foreign born child back to China usually proves relatively easy. The difficult part starts only later, as Song Jingwen is starting to understand. Because her son has a U.S. passport, the law does not allow him to be registered in his mother's local area, which means that he will not be automatically admitted to Chinese schools. Song will have to register him as a foreigner, and pay an extra fee. His access to education and health care also faces a lot of constraints. "Some parents obtain fake birth certificates for their children, or cheat the Chinese Embassy to get them Chinese passports. But then they can't get visas or go abroad," Song explains. She is still hesitating on what to do next. If Song gets her son a fake hukou (the Chinese registration system), which would make it easier for him to go to a local school, she fears that all the efforts she has made up to now could be in vain. A few years ago, Zhao Yong easily obtained a Shanghai hukou for his American born child. "Every time we want to go to the States, we have to get the Hongkong-Macao permit to go though Chinese customs, go to Hong Kong, then fly to the United States and enter the country with the American passport," Zhao Yong says. "The trip is a little bit complicated, but if we fly directly from Shanghai to the States, we won't be able to hide the truth." Under Chinese law, double nationality is prohibited. According to the American Embassy, once a child has obtained a Chinese hukou, he is considered to have given up his American nationality. The United States is not the only country with strict regulations. Credit: Reuters/Jorge Silva By Kate Kelland LONDON &#124; Thu Jun 9, 2011 11:06am EDT LONDON (Reuters) - Millions of children's lives and billions of dollars could be saved if vaccines were more widely available in 72 of the world's poorest countries, according to a series of studies published on Thursday. In studies in the Health Affairs and The Lancet journals, public health experts and scientists projected that if 90 percent of children in those countries were immunized, more than $151 billion in treatment costs and lost productivity could be saved in 10 years, giving economic benefits of $231 billion. Some 6.4 million lives could also be saved, they found. Yet one study, by the donor-funded Global Alliance for Vaccines and Immunisation (GAVI) and the Results for Development Institute, found that poor nations are hard-pressed to pay for vaccine programs without help from outside donors. Vaccines are considered by many to be one of the best buys for public health in developing nations because they can protect productive lives and cut the costs of health care and treatment. According to the World Health Organization, eradicating smallpox at a one-time cost of about $100 million has saved the world some $1.35 billion a year since it was achieved in 1979. "The idea is simple: vaccines save lives, prevent suffering, and create wealth," Richard Moxon, a professor of pediatrics at Britain's Oxford University, wrote in The Lancet. Childhood vaccinations against diseases such as pneumococcal pneumonia, Haemophilus influenzae type b, or Hib disease, diphtheria, pertussis, or whooping cough, tetanus, measles and rotavirus are routine in wealthier countries, but many poor countries have little or no access to these products. GAVI, which funds bulk-buy vaccination programs for nations that cannot afford Western prices, is holding a donor pledging conference in London next week when it wants to close a $3.7 billion funding gap for its commitments until 2015. Several leading drugmakers, including GlaxoSmithKline, Merck, Johnson &#038; Johnson's Crucell and Sanofi-Aventis' Sanofi Pasteur this week offered to cut some of their vaccine prices for developing countries to try to sustain supplies via GAVI. And the British government launched a 50 million pound ($82 mln) donation matching plan to boost GAVI's funds. "Without major assistance from international donors, the poorest countries will be hard-pressed to pay the costs to reach all of their children with life-saving vaccines," said Helen Saxenian of the Results for Development Institute in Washington. The Health Affairs series was funded by the Bill &#038; Melinda Gates Foundation, a $34 billion fund devoted largely to health projects in poor countries. Gates is also a major GAVI backer. GAVI says it has prevented more than 5 million child deaths in the last decade and will prevent 4 million more by 2015, with the necessary funds, through immunization programs that reach more than 240 million children. In their Lancet commentary, Moxon and colleagues argued that as developing countries begin to be able to afford it, they should contribute more to health care, including immunizations. "Most developing countries accord too low a priority to health in their budgets. They must be persuaded to take more of the burden themselves," they wrote. "Ultimately, expansion and sustainment of access to the benefits of immunization requires ownership of the program by developing-country governments and the communities they serve." 		<description><![CDATA[ JOPLIN, Missouri (AFP) &#8211; Rescuers and anguished families were still searching for hundreds of missing people on Thursday, four days after a tornado battered this US town, killing at least 125 people. So far painstaking searches through the devastated homes of Joplin rescuers found no one in the rubble on Wednesday -- dead or alive. "We're disappointed, but we're also relieved that we didn't find people in there," fire chief Mitch Randles said. As of Wednesday, nearly 1,500 people were still reported missing. Officials expressed hope that many had simply failed to check in with friends or family while warning that the death toll was likely to rise. In what is one of the worst tornado seasons on record after a series of twisters killed hundreds in southern US states last month, Sunday's twister in Joplin is now the worst single tornado to strike America in six decades. The massive twister tore apart everything it touched along a path four miles (six kilometers) long and three quarters of a mile (over a kilometer) wide of this city of 50,000. "It is a devastating scene," said Missouri public safety communications chief Mike O'Connell. "I have seen a lot of tornado damage in the past, but never such a wide path, such a large path." Heartbreaking stories were being replayed hourly on the local radio and on social networking sites as people searched for their loved ones, including panicked parents separated from their children. The family of 16-month-old Skyular Logsdon launched an anxious search using Facebook for the baby boy ripped from his mother's arms by the powerful winds, and late Wednesday there were conflicting reports his body had been identified. "No, he has not been found," his grandmother, Milissa Burns, posted sadly on the site Wednesday. "I'm following all leads both good and bad... I just pray we all can work together on this. God bless." Teenager Lantz Hare, who was out driving with friends when the massive funnel cloud struck with winds of up to 200 miles (320 kilometers) an hour, was also missing. "He was on the phone with another friend, we believe, when the tornado actually hit the car. His friend Ryan says he could literally hear the swoosh came through and the phone went dead," his mother Michelle told CNN. The American Red Cross has set up a website for people to list the names of the missing, but they have had little success so far reuniting families. "It's been very difficult. We'd like to see a much greater number of families reunited," said Bill Benson, who is handling the Red Cross's social media and online outreach. "We have a constant influx of folks coming in desperate, asking can you help me -- we just don't know where to go." Assistant shelter manager Amanda Marshall is among them -- her four-year-old niece and the girl's grandparents were nowhere to be found when her brother discovered the bodies of his wife and other daughter. "I keep checking my cell phone -- I'm waiting for a text saying she's OK," Marshall told AFP. Further complicating matters is the fact that officials have not released the names of the dead. More than 8,000 structures in this town bordering the heartland states of Kansas and Oklahoma were damaged or destroyed when the twister came roaring through with just a 24-minute warning. In yet another tragedy, more twisters hit Oklahoma late Tuesday, killing at least eight people. Joplin avoided a second hit by tornado, but the violent storm system rattled already shaky nerves as residents were forced to seek shelter from strong winds and blinding rain. US President Barack Obama, on a visit to London, again sent his condolences to the people of Missouri, ahead of a visit to the area on Sunday. "We have been battered by some storms. Not just this week but over the last several months. "The largest death toll and devastation we have ever seen from tornadoes in the United States of America," he said. Missouri Governor Jay Nixon announced plans for a community memorial service Sunday as he vowed to do everything possible to help residents recover and rebuild. 		<description><![CDATA[ On Wednesday morning, residents of Joplin were as uncertain about the fate of their loved ones as officials were about just how many people had died after the eighth deadliest tornado in U.S. history ripped through this Missouri town. In the media, the record of the missing and dead in this town of roughly 50,000 has been shifting by the hour. In a Tuesday-morning press conference, Joplin fire chief Mitch Randles announced that 116 people had been killed, to which a reporter rebutted that the Associated Press was reporting 117, on the basis of a source in Governor Jay Nixon's office. "That's not from us," Randles curtly replied. By the afternoon, the New York Times had quoted Captain Robert Daus of the Maryland Heights Fire District as saying that 1,500 people were missing. While the article noted that the alarmingly high number could be a reflection of a breakdown in communication systems, the figure spread quickly - online and in Joplin. "I heard they can't find 1,500 people," said Roxi Mills, a resident of Joplin, on Tuesday evening. Having driven through the wreckage, Mills thought that number might even be low. (See pictures of the tornado damage in Joplin, Mo.) By the end of the day, the city of Joplin had posted a message on its Facebook page clarifying the report of the 1,500 who were still missing. "This does NOT mean they are injured or deceased, just that loved ones are not aware of their whereabouts," the post stated. But the message didn't soothe everyone. "Is there any way anyone in Joplin could list the people who are still missing?" a commenter logged on as Chris Taylor wrote. "It might help many who still have no idea if a friend or relative is missing." (The American Red Cross has a site on which survivors can enter information about their welfare into a searchable database: safeandwell.communityos.org .) Many displaced Joplin residents are now holding up with friends or relatives. Mills, 30, whose apartment was destroyed by the tornado, said she brought her children to her grandmother's one-bedroom residence. Seven people slept there on Tuesday night. Stories like hers are common. Perry Elkins, a public-affairs representative at a Red Cross shelter in town, said that on Monday night, only 143 people stayed at the shelter, even though its capacity is 1,000. "People stayed in their vehicles, in their neighbor's houses," Elkins said. Mills echoed the sentiment: "It's a small town. Everybody knows everybody." (See pictures of the tornadoes in the South.) Mark Rohr, Joplin's city manager, went over the grim numbers late Tuesday night with yet another reporter in a tired, almost robotic tone. He said the fatalities had risen to 123 as of 7 p.m. and that some 750 people had sustained injuries. Rescuers had almost completed their third sweep through the rubble with cadaver-sniffing dogs. On Tuesday, they discovered two survivors, bringing the total found alive in the wreckage to nine. The estimated 1,500 missing, Rohr said, was calculated on the basis of the people who had called in from the region and across the country to report those who were not in contact. "We're not sure in every instance what [the] circumstances are, and that's what we're trying to pinpoint," Rohr said. Still, he is realistic that the number of fatalities is likely to rise. "It needs to be said that I'm certain there's a percentage of those [1,500] people we lost," he said. "We certainly hope that's a low percentage." For many residents of Joplin - a town that Rohr said has a long-standing reputation for being friendly - the future simply is not imaginable. Mills and her grandmother Bonnie, 71, can't locate a relative, Dixie Kenny. Kenny, 73, lived alone on the east side of town, in the path of the tornado. But they are holding on to hope. "You would think that if she's O.K., she'd be letting us know," said Bonnie, who works as a volunteer for the city. "But we found out tonight that one of my granddaughter's friends couldn't find one of his good friends. And he had been taken to a hospital in Kansas because a tree limb hit him, and he was hurt really bad. They took him in a helicopter to Chanute, Kansas. There's a hospital up there. Maybe she's somewhere like that, you know? We don't know. Maybe she didn't have any identification on her. Maybe." See TIME's Pictures of the Week.
