		<description><![CDATA[ Syrian activists say government troops have killed scores of civilians in Homs, continuing a months-long siege of the city that has been a hub of protests against President Bashar al-Assad's 11-year autocratic rule. The Britain-based Syrian Observatory for Human Rights said the shelling Wednesday also heavily damaged more than 20 buildings in the city's Baba Amr district.  The bombardment follows days of assaults on Homs that activists say killed hundreds of people. Casualty figures cannot be confirmed because Syria restricts independent reporting. Russian Foreign Minister Sergei Lavrov said Wednesday that a solution to the crisis through a national dialogue should come from Syrians themselves and that it is not up to the international community to decide the outcome of such talks in advance. During a Tuesday meeting  in Damascus, Assad said he wants Vice President Farouk al-Sharaa to head up talks with the opposition. Efforts by the Arab League and Russia to organize talks have been rejected by Syrian opposition groups angered by the Assad government's deadly crackdown on the 11-month-old uprising. Lavrov said Tuesday that Assad will push ahead with promised reforms and soon set a date for a referendum on a new constitution aimed at broadening political participation. U.S. State Department spokeswoman Victoria Nuland said Tuesday it is hard to believe Assad's latest reform pledges as his forces continue to bombard civilians.  The Obama administration shut its embassy in Damascus Monday as part of a Western and Arab campaign to isolate Assad diplomatically and pressure him into stopping the crackdown. White House Press Secretary Jay Carney said Tuesday Washington also is exploring the possibility of providing humanitarian aid to Syrians, in cooperation with U.S. allies. He did not elaborate. Western powers and Arab nations have repeatedly said they do not want to intervene militarily in the Syrian crisis. France, Italy and Spain recalled their ambassadors to Syria on Tuesday, citing the Assad government's continued repression. The six Gulf Cooperation Council states, led by Saudi Arabia, also announced they are withdrawing their ambassadors from Damascus and expelling Syrian envoys in response to the worsening violence. Syrian activists say the international community's words and actions are not enough. Syrian activist and engineer Abo Emad, who did not want his real name to be used, spoke with VOA via Skype Tuesday from the basement of a building in Homs where he was taking cover from the shelling with about 20 other people.  He said the Syrian people have lost confidence in the international community. "They're saying that they're all partners in killing us," he said. "Even the Security Council.  Even the United Nations." He said Syrian security forces were bombing everything, including homes, schools and mosques. "They surrounded the area by snipers, and they're shooting at everything that moves," added Abo Emad. "Even the cats." The Syrian government blames the violence on "armed terrorists" bent on dividing and sabotaging the country. Turkey said Tuesday it will launch a new initiative to address the situation in Syria.  Turkish Foreign Minister Ahmet Davutoglu is due to arrive in Washington Wednesday for talks with U.S. Secretary of State Hillary Clinton, who has said the United States would work with other nations to tighten sanctions against Assad's government and deny it arms in the absence of a U.N. resolution. On Saturday, Russia and China vetoed a Western and Arab-backed U.N. Security Council resolution that would have endorsed an Arab League plan for Assad to step aside, order his troops to stand down and enact democratic reforms.  Moscow and Beijing said they blocked the measure because they perceived it as taking sides in a domestic conflict and providing a possible pretext for foreign military intervention. 		<description><![CDATA[ The United States has closed its embassy in Syria as the government there escalates its violent crackdown on an opposition uprising. Syrian government forces on Monday were bombarding the country's third largest city of Homs, large parts of which are in rebel hands. Residents say shells slammed into apartment blocks, causing numerous casualties, as Syrian government forces pounded areas of Homs with heavy artillery.  Opposition sources indicated that tanks had blocked all entrances to the city. Videos on opposition websites showed bodies in the street amid pools of blood.  Other videos showed men trying to evacuate people from a field hospital which had been hit.  It was impossible to independently verify the videos. Al Arabiya TV showed live webcam images of shells slamming into the Bab Amr district of Homs as smoke rose from buildings which had caught fire.  The most intense shelling was reported in the districts of Bab Amr, Khalidiya, Bab Sibai and Insha'at. Opposition activist Omar Idliby told al Hurra TV that government forces began to prepare for the bombardment hours in advance: He says government forces withdrew from many positions inside Homs overnight in preparation for the bombing campaign, which is being conducted from a distance.  He says the rebel soldiers defending parts of Homs have only light arms.  He claims the government used attack helicopters, as well as artillery and Grad rockets, adding that civilians have been trying to flee, but that it's been difficult. Other witnesses say medical supplies are running short in Homs and that government forces are firing on anything that moves, preventing the work of ambulances and rescue workers.   Elsewhere, opposition sources report government attacks on suburbs of Damascus, including Daraya and the mountain resort of Zabadani.  In northern Idlib province, rebel soldiers attacked government troops, reportedly killing three officers and capturing 19 soldiers. Peter Harling, of the International Crisis Group, says the Syrian government has lost control of much of its territory and is conducting scattered attacks, but is unable to hold what it's retaken. "The regime has lost control of its territory, by and large. It's lost control of some of its units, that have been behaving like militias going on the rampage. Even where the army and the security services are showing a great degree of cohesiveness, what we see is something like occupation forces, completely cut from society. So, they can move in with massive firepower, doing a tremendous amount of damage, but they can't really stay. If they do try to stay, very quickly they're sniped, they're ambushed and they're forced to leave," Harling said. The United States announced Monday that it has suspended operations at its embassy in Damascus and removed its diplomats, citing a worsening security situation. Meanwhile, Arab League chief Nabil Elaraby has warned the Syrian government to end to its military escalation, saying it is pushing the country towards civil war. 		<description><![CDATA[ Human rights activists say Syrian armed forces have killed at least 217 people in the city of Homs in a surge of violence that began Friday, as the United Nations gets ready to vote on a resolution intended to stop the bloodshed. The Syrian Observatory For Human Rights said Friday hundreds more have been wounded and dozens of buildings have been destroyed.  Much of the shelling has fallen on the Khalidiya neighborhood of Homs where there is strong anti-government sentiment.  The city, located in western Syria near the Lebanese border, has been one of the main flashpoints of opposition to the regime during the uprising that began nearly 11 months ago. As the death toll rose, the U.N.  Security Council said it will vote Saturday on a draft resolution on Syria.  Russia has threatened to veto earlier versions of the resolution and the Obama administration has been pressing it to back a softened version condemning the violence in that country. U.S. Secretary of State Hillary Clinton spoke by telephone Friday with Russian Foreign Minister Sergey Lavrov about the resolution. They are due to meet in person on Saturday in Munich, where both are attending a security conference. Clinton is expected to pressure Lavrov to get Moscow to approve the resolution. Meanwhile, opposition activists said tens of thousands of people took to the streets in cities and towns across the country to mark the 30th anniversary this week of a bloody crackdown on the city of Hama.   Amnesty International says the February 1982 siege - ordered by the father of Syrian President Bashar al-Assad  -- killed between 10,000 and 25,000 people. Video posted on the Internet claims to show Friday's marches in Homs and Damascus, as well as some in the Idlib region. Another video clip showed a mortar round exploding in a residential area of Homs Thursday. More than 300 Syrians were killed nationwide in the last week. Much of the violence has occurred near Damascus as government troops drove the rebel Free Syrian Army out of the city's eastern suburbs during several days of heavy fighting. The Syrian government accuses armed terrorists of driving the anti-Assad revolt and killing 2,000 security personnel. The United Nations estimated the death toll from the 11-month opposition uprising and the government crackdown hit 5,400 last month.  It has since stopped updating the figure because of difficulties in obtaining information. 		<description><![CDATA[ A series of coordinated bombings in the northern Nigerian city of Kano has killed well over 100 people.  Many of the victims were police or soldiers. One of the three hospitals where victims of Friday's blasts were taken reported a death toll of at least 131 people, and other reports from the predominantly Muslim city indicate the number of casualties may grow larger.  The attack targeted police stations and government buildings. The radical Islamist group Boko Haram has claimed responsibility for the multiple bombings. A 24-hour curfew was still in force in Kano Saturday afternoon, and is expected to continue at least until Sunday morning.  Reporters say the restrictions make it difficult to move about, but that relatives of the dead are being allowed to collect their loved ones' remains. Salusi Radiu, a reporter for VOA's Hausa Service says he felt and counted more than 24 blasts in Kano over a 90-minute period Friday, and the city's emergency coordinator,Abubakar Jibril,.said conditions were chaotic. A spokesman for Boko Haram told reporters the bombings were in retaliation for the arrest of several sect members in Kano, the second largest city in Nigeria, which is Africa's most populous nation. The militant group is blamed for many recent attacks in Nigeria, including a Christmas Day bombing near a Catholic church on the edge of Abuja, the capital, that killed nearly 40 people. Nigeria is divided between a largely Christian south and a mostly Muslim north.  Abuja is near the midpoint, but VOA's reporters say it is more northern in culture and atmosphere.    President Goodluck Jonathan previously declared a national state of emergency to try to rein in the attacks in the north and in Abuja, but it has had little effect. The name Boko Haram means "Western education is sacrilegious" in Hausa, the main language of the north.  The group's aim is to implement Islamic law across Nigeria. ]]></description>

		<description><![CDATA[ Reports from the Syrian city of Homs say government forces have withdrawn some, but not all, of their tanks and armored personnel carriers from a flashpoint district as Arab League monitors visit parts of the city. Activists say 70,000 people took to the streets to welcome the observers.  Tens of thousands of demonstrators poured into the central square in Homs, shouting slogans against the government. The protesters came out in droves as Arab League observers visited parts of the city, including the embattled district of Bab Amr. Witnesses reported that sporadic shooting and shelling continued in the district.  A video posted on opposition websites showed vehicles accelerating to avoid gunfire. It is impossible to confirm the authenticity of such videos. Most foreign journalists are not being allowed into Syria. A cluster of people surround one Arab observer as a man who appears to be a government official tries to distract him.  Witnesses say the man was trying to prevent the monitor from heading to Bab Amr.  Citizens can be heard urging him to go there, as others tell him about recent shelling. Other videos show a team of observers visiting a badly damaged area, which is identified as Bab Amr.  Voices can be heard telling them about shooting and casualties. A witness in Bab Amr told Al Hurra TV earlier Tuesday that government forces had not completely withdrawn from the area. He insists some government tanks have been hidden, and that some soldiers remain, disguised as policemen or civil defense workers. Other witnesses reported seeing columns of tanks withdrawing from Homs in the direction of the oasis town of Palmyra. Khattar Abou Diab, who teaches political science at the University of Paris, says the Syrian government is trying to manipulate the Arab observer mission. He says authorities are trying to prevent the observers from entering the areas worst hit by the crackdown.  He also says that repeated delays in the mission have given the government more time to commit violence.  Abou Diab argues that the Arab League team is “completely at the mercy of the Syrian government” since it has no vehicles of its own, and is understaffed.   Syrian government television, for its part, claimed that “armed terrorists” attacked government forces near the Turkish border. 		<description><![CDATA[ Thousands of Syrian army deserters who joined the country's opposition movement have been staging more frequent and deadly attacks on forces loyal to President Bashar al-Assad in recent days. Those offensive operations by the lightly-armed and loosely-organized Free Syrian Army have increasingly militarized what has been a largely peaceful eight-month uprising against the government. In recent weeks, the rebels engaged in battles with pro-Assad troops in the northwestern province of Idlib, central province of Homs and southern province of Daraa. On Wednesday, the Free Syrian Army escalated the fighting by attacking military facilities on the outskirts of the capital, Damascus for the first time. Syrian opposition activists say the rebels struck an air force intelligence complex in the suburb of Harasta with rockets and gunfire. Watch a related report by Elizabeth Arrott Chris Phillips, a Syria expert with the Economist Intelligence Unit in London, says the air force base is notorious for using repression to prevent dissent within the military. He says he believes the attack on the base was a symbolic effort by the rebels to intimidate pro-Assad forces rather than an attempt to seize facilities controlled by the much stronger military. A Look At Syria's Main Opposition Groups Syrian National Council: - Turkey-based coalition of varying ideologies is Syria's largest opposition grouping. - Secular dissident Bourhan Ghalioun announced the council's formation in October and said it rejects foreign intervention. Rejects dialogue with President Bashar al-Assad's government and has been urging him to resign. - Has created a general assembly, a general secretariat and an executive committee whose members will chair the council on a rotating basis. National Coordination Committee: - Primarily based in Syria. - Wants the government to enact reforms though dialogue and by building new civilian institutions. - Headed by Hassan Abdul-Azim, who has been demanding an end to President Assad's crackdown as a condition for any dialogue between the government and the opposition. Free Syrian Army: - Comprised of military defectors. - Initially formed to protect civilians but has increasingly gone on the offensive against pro-government forces. - Activists say the group launched a high-profile attack Wednesday against a military intelligence complex near Damascus. It used rockets and other weapons to damage the building. Also, the group says it has created a temporary military council that intends to unseat President Bashar al-Assad's government. - The group claims to have at least 15,000 members but those claims have not been independently verified. - Colonel Riad al-Asaad formed the group shortly after he defected in July. Phillips also says the Syrian rebels have been emboldened in recent days by the Arab League's decision to suspend the Syrian government's membership and by Jordanian King Abdullah's call for Assad to step down. He says the rebels have interpreted those moves as an opportunity to bring their fight to the capital, which has been largely quiet since the uprising began in March. "I believe that by attacking the outskirts of Damascus, they're trying to send a message to the, for want of a better word, undecided people in Damascus - to let them know that this is going to start affecting their lives as well, and now is the time to join the uprising, to play their cards,"  said Phillips. The Free Syrian Army released a statement late Tuesday saying that it has formed a temporary military council whose goal is to weaken the Syrian security forces. But Phillips says the rebels have given mixed messages in the past week about their desire to militarize the uprising, indicating that they remain fragmented. "We're talking about a lot of different pockets of people, rather than a clear, structured, united command," he said. Phillips says the Syrian rebels do not appear ready to engage in the kind of armed rebellion that overthrew Libyan leader Moammar Gadhafi. The Syrian military has not yet seen whole units or generals defecting to the opposition as they did in Libya. And the Syrian rebels do not control a territory. Libyan transitional forces used the city of Benghazi as a launching point for their rebellion that grew out of a largely cohesive opposition base. Syria's opposition is fragmented into at least three groups. VOA's Elizabeth Arrott speaks with Syria analyst Nadim Shehadi via Skype about the attacks and what they mean for activists advocating peaceful protest: Nadim Shehadi, an associate fellow of the London-based Chatham House, says divisions will hinder a united militarized movement to civil war. "The opposition narrative - the dominant opposition narrative - is still that of a non-violent and peaceful protest," he says. And, Shehadi adds, that makes international military moves less likely. "The Syrian National Council has sent a document to the Arab League and to the U.N. appealing for the protection of civilians under the duty-to-protect laws which is a universal obligation under U.N. rules, so there is a call for protection of civilians, under the duty to protect but it is different than calling for a foreign military intervention as we understand it," he says. 		<description><![CDATA[ Human rights activists say Syrian forces have killed at least 13 people during anti-government protests around the country Friday, as the government faces new accusations that it may be guilty of "crimes against humanity." The Syrian Observatory for Human Rights says most of Friday's casualties occurred in the Homs region.  Security forces have launched a series of raids in the city in search of dissidents, and activists said Syrian soldiers also were killed in an apparent ambush. The casualty figures could not be independently verified because Syria bars most foreign journalists from operating in the country. The fresh violence coincides with the Friday release of a Human Rights Watch report, saying Syrian authorities may be guilty of crimes against humanity for alleged torture and unlawful killings. Human rights groups and opposition leaders to Syrian President Bashar al-Assad have urged the demonstrators to call for a suspension of Syria's Arab League membership.  The 22-member league will hold an emergency meeting in Cairo on Saturday to discuss Syria's unrest. That meeting follows an apparent breakdown of the Arab-League brokered agreement that calls on the Syrian government to end its brutal crackdown on dissent. Earlier this month, Syria announced that it had agreed to the plan, which includes a withdrawal of security forces from the streets and talks with the opposition. However, activists and witnesses have reported continued violence. On Thursday, Amnesty International called on the Arab League to press Syria to allow independent monitors to enter the country. Earlier in the week, the U.N. human rights office said at least 3,500 people had been killed in the country since protests against President Assad began in March.
