		<description><![CDATA[ U.S. Treasury Secretary Timothy Geithner is seeking China's support for new U.S. sanctions against Iran.  The Chinese government says it is concerned about reports that Iran is enriching weapons-grade uranium, but is sticking to its position that dialogue, not sanctions, is the way to resolve the issue. President Hu Jintao topped the list of Chinese officials who met in Beijing Wednesday with Geithner. In another meeting, Vice President Xi Jinping, the man expected to be named later this year as Hu's successor, focused on strengthening Sino-American ties. Xi says the visit will promote the bilateral relationship and economic ties into 2012. Geithner says the main priority of his talks is economic growth and recovery in the United States and around the world. He also mentioned non-proliferation. “We are looking forward to exploring opportunities to expand our exports to China and to strengthen and deepen our cooperation with China on a broad range of economic and strategic issues we face around the world,” Geithner said. One issue China appears unwilling to go along with is recent U.S. sanctions that target Iran's oil industry. China is the top customer for Iranian crude. Assistant Foreign Minister Zhai Jun says China firmly opposes nuclear proliferation. But he says Iran has signed the Nuclear Non-Proliferation Treaty, and so has the right to the peaceful use of nuclear energy. He acknowledges there are “suspicions about the Iranian nuclear program,” but he adds that China believes these issues can only be resolved through dialogue and has been working toward that end. Zhai says he hopes that dialogue and the resumption of formal international talks can lead to a proper and realistic solution. Zhai went to Iran at the end of December for regular consultations. He returns to the Middle East Saturday, when he accompanies Chinese Premier Wen Jiabao on a three-nation trip to Saudi Arabia -- China's biggest foreign oil supplier - United Arab Emirates, and Qatar. The official says deals will be signed, but he does not say whether China will be buying more oil from Saudi Arabia because, it is what he calls a commercial - not governmental - decision. 		<description><![CDATA[ Iran has confirmed it has started uranium enrichment at a second facility where the material can be upgraded quickly for potential use in a nuclear bomb. Iran's envoy to the International Atomic Energy Agency (IAEA) said Monday that Tehran is refining uranium at the newly-launched Fordo complex and an older facility in the city of Natanz. Ali Asghar Soltanieh said it was taking place under the supervision of the IAEA. He made his comments to Iran's Arabic language al Alam TV network. The U.N. Security Council has imposed four sets of sanctions on Iran for refusing to stop enrichment work, which has civilian and military uses. Western powers accuse Iran of trying to develop an atomic weapons program. Tehran says its nuclear ambitions are peaceful. The United States and the European Union have been tightening their own sanctions on Iran to pressure it into suspending enrichment. Iranian Supreme Leader Ayatollah Khamenei said Monday the sanctions will not achieve their goals and vowed to resist the pressure. His remarks were broadcast on state television. Earlier Monday, diplomats with ties to the IAEA also confirmed that Iranian centrifuges have begun refining uranium to a purity of 20 percent at Fordo, an underground complex near the Shi'ite holy city of Qom.   The Fordo complex is located beneath a mountain and is better protected from potential airstrikes by nations opposed to the Iranian nuclear program. Iran said previously it was preparing to move its highest-grade enrichment work to Fordo from its an above-ground plant in Natanz. Most of the work at the Natanz facility has involved refining uranium to a relatively low purity of 3.5 percent. Enrichment to the 20 percent level at the Fordo complex could reduce the time needed for Iran to further refine the material to the 90 percent purity required for nuclear weapons. Iran says its nuclear program is designed only to generate electricity and material for medical research.   The United States and its ally Israel have not ruled out military action to stop the program.  Israel sees a nuclear-armed Iran as a threat to the Jewish state's existence. In a television interview broadcast Sunday, U.S. Defense Secretary Leon Panetta said Iran's nuclear program has not progressed to the stage of building a nuclear bomb. But he warned Iranian leaders that if they take such a step, the United States will stop them. Panetta said Washington will continue what he called a "responsible" approach of putting diplomatic and economic pressure on Iran to abstain from developing nuclear weapons. He also advised Israel not to take unilateral action against Iran, saying a "better approach" is to "work together" with the United States on the issue. 		<description><![CDATA[ European Union governments have agreed to ban imports of Iranian oil as part of a Western campaign to pressure Iran over its controversial nuclear program. EU diplomats said Wednesday the governments of the 27-nation bloc agreed in principle on an Iranian oil embargo but need more time to discuss when to implement the measure. France wants EU foreign ministers to set a date for the embargo at a meeting on January 30. Western powers accuse Iran of trying to develop nuclear weapons under cover of a civilian energy program, a charge Tehran denies. U.S. State Department spokeswoman Victoria Nuland welcomed the EU agreement to ban Iranian oil imports, saying other countries should take similar action to "tighten the noose on Iran economically." The EU is one of Iran's biggest markets for oil, an export that generates most of the Iranian government's revenue.  China is the top buyer of Iranian oil. Some traders say Iran may be forced to offer steep discounts on its oil to attract other buyers and make up for lost exports to the EU. Diplomats say several EU nations that currently import significant amounts of Iranian crude, such as Greece and Spain, dropped their objections to an embargo, allowing the agreement to be reached. Turkey is another major purchaser of Iranian oil. Turkish Foreign Minister Ahmet Davutoglu arrived in Tehran Wednesday for talks on bilateral relations and regional issues, including a political crisis in Iraq and an uprising in Syria. Before departing Turkey, Davutoglu said Ankara is opposed to the escalation of sectarian tensions in countries such as Iraq and Syria. He said Turkey wants to prevent a sectarian Cold War that he warned would be "suicide" for the region. The United States imposed its toughest financial sanctions yet on Iran at the end of December, penalizing institutions that deal with the Iranian central bank. 		<description><![CDATA[ Iranian protesters stormed the British embassy in Tehran Tuesday following new British economic sanctions against Iran over its alleged nuclear weapons program. The protesters pushed their way past security and onto the large embassy compound, chanting, "Death to Britain."  They smashed windows, set fire to a car, and threw documents out of the building.  One protester pulled down the British flag while another stole a portrait of Queen Elizabeth. Another group of Iranians also stormed a British diplomatic office in northern Tehran and briefly surrounded six people.  British authorities did not regard the six as hostages and said all diplomatic personnel in Tehran have been accounted for. British Prime Minister David Cameron says he is outraged over what happened in Tehran.  He says the Iranian government's failure to defend British staff and property is a disgrace and is holding it responsible. The White House says U.S. President Barack Obama is deeply disturbed by the attack.  France is also condemning the incident. Recent Britain/Iran Incidents April 1980: Iranian gunmen storm the country's embassy in London and take 26 hostages. February 1989: Iran's Ayatollah Khomeini issues a religious edict ordering Muslims to kill British author Salman Rushdie, saying his novel The Satanic Verses was blasphemous to Islam. March 2007: Iran detains 15 British Navy personnel on charges of illegally entering Iranian waters. June 2007: Iran's foreign ministry condemns Britain's decision to grant knighthood to Salman Rushdie, calling it an insult to the Muslim world. June 2009: Britain freezes some Iranian assets under sanctions imposed for Iran's disputed nuclear program. November 2011: Britain cuts financial ties with Iranian banks in a new sanction against Iran's alleged effort to develop nuclear weapons. Last week, Britain cut business transactions with all banks in Iran, including the Central Bank, as part of sanctions with the United States and Canada.  The move was in response to Iran's suspected program to build nuclear weapons.  It was the first time Britain has cut ties with the entire banking sector of a country. The new sanctions followed a new United Nations atomic energy agency report saying Iran is likely researching nuclear weapons.  Tehran insists its nuclear activities are for civilian purposes. Iran's parliament Sunday passed a bill to reduce diplomatic and economic ties with Britain.  The British ambassador must go within two weeks, leaving a charge d'affaires to run the embassy.  Economic relations with London will also be reduced to a minimum. The Washington Post reported late Sunday that according to Western diplomats and nuclear experts who reviewed the intelligence, Iran has taken key steps in overcoming technical challenges with the help of foreign scientists. David Albright, a former official with the International Atomic Energy Agency, told the newspaper that the advancements include obtaining the design for, and testing of, a capsule of explosives used to trigger a nuclear explosion.  The New York Times reports that officials briefed on the intelligence say Iran has a facility some believe is used to test such a device. The IAEA is due to release a report on Iran's nuclear program this week. Iranian cleric Ayatollah Ahmad Khatami warned IAEA chief Yukiya Amano Monday to not release what the Iranian leader called a report of lies, saying that would hurt the U.N. agency's credibility. Western powers suspect Iran of developing nuclear weapons and have imposed sanctions in an attempt to curb its program.  Iran says its nuclear activities are peaceful. Israeli President Shimon Peres said Friday that the international community is closer to pursuing a military option than a diplomatic solution to Iran's nuclear program.  He called on world leaders to "fulfill their promises" to stop Iran. Last Tuesday, the U.S. Justice Department announced it had broken up an alleged Iranian plot to assassinate Saudi Ambassador to the U.S., Adel al-Jubeir.  Officials said the U.S. had filed charges against two Iranians for involvement in the plot.  Officials said one suspect was part of Iran's elite Quds Force. Saturday's comments from the supreme leader marked his first direct reaction to the claims, although lower-ranking Iranian officials had denied the charges earlier in the week. On Friday, U.S. State Department spokeswoman Victoria Nuland said Washington had a direct meeting with Iranian officials this week over the alleged plot. She told reporters the meeting was to make it "absolutely clear" that the U.S. considers that type of behavior "unacceptable" and a violation of U.S. and international law. She said any effort by Iran to deny the meeting "speaks again" to how truthful Tehran is about such matters. Iran's Mehr news agency on Friday quoted an official at Iran's U.N. mission as saying there has been no direct contact between the U.S. and Iran. Also Friday, some U.S. lawmakers urged the government to step up the pressure on Iran.  Several members of Congress said that sanctions against Tehran do not appear to be working and said stronger action is required. Though their talks were wide-ranging, including the U.S.- South Korea free-trade agreement and tensions with North Korea, Mr. Obama was pressed about the U.S. response to the alleged plot. Saying the facts are there for all to see, he said the United States knows Manssor Arbabsiar, a naturalized U.S. citizen with an Iranian passport charged in the case, had direct links and was paid and directed by individuals in Iran's government. Mr. Obama called it a "dangerous escalation" and part of a pattern of dangerous and reckless behavior, adding Iran must pay a price in terms of further isolation. "For Iran to have been involved in a plot like this indicates the degree to which it has been outside of the accepted norms of international behavior far too long," he said. "This is just one example of series of steps they have taken to create violence and to behave in a way that we don't see other countries doing." Mr. Obama had this response when asked specifically if the United States knew whether Iran's top leaders had knowledge of the plot. "Even if, at the highest levels, there was not detailed operational knowledge, there has to be accountability with respect to anybody in the Iranian government engaging in this kind of activity," he said. At the State Department, spokeswoman Victoria Nuland said U.S. and Iranian diplomats had a meeting this past Wednesday, which an official said occurred at the United Nations, in which the alleged plot was discussed.  She provided no details. A U.S. official said the United States is sending out special teams to brief foreign governments on the case, saying among those requesting briefings were China, Russia and Turkey. On other subjects, President Obama and President Lee reaffirmed the strength of the U.S.-South Korea alliance, saying they remain completely united on their approach toward North Korea.   "Our principled approach will remain steadfast," President Lee said. "We agreed that North Korea's continued pursuit of nuclear weapons poses a serious threat to peace and stability of the Korean peninsula and the world.  We will continue to work toward denuclearization of the peninsula." "The choice is clear for North Korea," said President Obama. "If Pyongyang continues to ignore its international obligations, it will invite even more pressure and isolation. If the North abandons its quest for nuclear weapons and moves toward denuclearization, it will enjoy greater security and opportunity for its people." Ratification by the U.S. Congress of the U.S.-South Korea free-trade agreement was a key focus of the Obama-Lee talks.  Both said the deal, which still must be approved by South Korea's national assembly, will help create jobs and expand exports. President Lee conveyed his gratitude directly to U.S. lawmakers as he also addressed a joint meeting of Congress, before a state dinner at the White House. Clinton commented on Wednesday, a day after the U.S. Justice Department announced it had charged Manssor Arbabsiar, a naturalized U.S. citizen, and Gholam Shakuri, a member of an elite Iranian military unit, with conspiring to carry out a bomb attack on Saudi envoy Adel al-Jubeir. U.S. officials also designated Iranian commercial airline Mahan Air as a supporter of terrorist-related activities in Tehran. The Treasury Department said the airline, which has close ties with the Iranian Revolutionary Guard's Quds Force, an elite military unit that carries out operations outside of Iran, secretly ferried "operatives, weapons and funds." The designation prohibits U.S. citizens from engaging in commercial or financial transactions with the airline and freezes assets it may hold that are under U.S. jurisdiction. White House spokesman Jay Carney said the fact that the plot involved top members of Quds Force was "significant in and of itself." U.S. Attorney General Eric Holder said the plot was "conceived, sponsored and directed" from Iran, a charge the Iranian government denies. Earlier, U.S. Vice President Joe Biden called the alleged assassination attempt an "outrageous act" for which Iran has to be held accountable. He told the U.S. television network ABC on Wednesday that "nothing has been taken off the table" regarding the U.S. response to the alleged plot to kill the Saudi envoy. The U.S. State Department has issued a worldwide alert for American citizens about possible "anti-U.S. actions" following charges against the two Iranians.  It said the alleged assassination attempt may indicate Iran's government could be taking a "more aggressive focus" on terrorist activity. U.S. President Barack Obama called the plot a "flagrant violation" of U.S. and international law. U.S. officials say Arbabsiar unknowingly hired an informant of the U.S. Drug Enforcement Administration to carry out the plot, believing the informant had ties to Mexican drug cartels capable of killing the Saudi ambassador.  They say Arbabsiar confessed to making a $100,000 down payment on the scheme with a price tag of $1.5 million. Officials arrested Arbabsiar at New York's John F. Kennedy International Airport on September 29, but Shakuri is still at large. The semi-official ISNA news agency says Iranian nuclear experts met this week to discuss how to remove the malicious computer code, dubbed Stuxnet, which can take over systems that control the inner workings of industrial plants. Experts in Germany discovered the worm in July. It has since shown up in attacks in Iran, Indonesia, India and the U.S. Friday's report said the malware had spread throughout Iran, but did not elaborate.
