		<description><![CDATA[ Turkey is hardening its stance against the Syrian leadership and its Western allies are increasingly looking to Ankara for efforts to help unseat Syrian President Bashar al-Assad. There is debate in Turkey over whether international sanctions and diplomatic pressure on Syria could lead to military intervention and what role Ankara should play. In his weekly address to his parliamentary deputies Tuesday, Prime Minister Recep Tayyip Erdogan said the U.N. Security Council's failure last weekend to pass a motion pressuring Syria was a fiasco.  He said Turkey is prepared to offer an alternative plan, even if that might trigger another veto by Russia and China, whose "no" votes blocked the original resolution on Saturday   The prime minister said Turkey is helping to prepare a new initiative with Western allies that support opponents of the Syrian regime.  Turkey's foreign minister is set to visit Washington this week for high-level talks. Mr. Erdogan offered no details, but word of a new plan comes as Ankara has positioned itself at the forefront of those condemning Syria, its neighbor and once close ally, for the bloodshed the Damascus regime has inflicted on protesters. Turkish Foreign Ministry spokesman Selcuk Unal says despite the recent U.N. setback, Ankara is looking to diplomacy to end the Syrian crackdown, even if that means diplomacy outside the U.N. framework. "To get grounds for other countries - of course,YesyYOK.  including Arab countries - and other key partners on what can be done because of the non-response of Syria to those unilateral regional and international efforts, should not keep us from looking for other initiatives," said Unal. Turkey is harboring a number of Syrian opposition leaders, including some from the Free Syrian Army, a militia drawn mainly from defectors from the Syrian armed forces.  Some media reports say Ankara is arming the rebels or allowing arms to be supplied to them from Arab countries. Turkish Foreign Ministry officials deny those charges. Semih Idiz, diplomatic correspondent for the Turkish newspaper Milliyet , says Ankara does not want to act alone against Damascus. "Well Turkey, by nature in terms of its foreign policy, and you can underline this, has always been multilateralist," said Idiz. "So in situations like this, Turkey likes to act with the international community." Washington and London have cited the importance of Ankara, with its 800-kilometer-long border with Syria, in resolving the crisis.  Turkey's army is the second largest in NATO and could enforce a buffer zone within Syria. The opposition Syrian National Council has been calling for intervention with Turkey playing a key role.  But Foreign Ministry spokesman Unal said the international community must be in concert with Turkey. "At the moment there is no sort of [military] project on our agenda," he said. However, Turkish foreign policy expert Soli Ozel says military intervention is possible if the situation in Syria deteriorates further. "[If] you end up with civil war, with massive waves of refugees, that is going to generate a lot of problems for you as well, which is when a buffer-zone idea would, I suppose, come closer to materializing than at any other time," said Ozel. Foreign Minister Ahmet Davutoglu said recently that Turkey's doors are open to Syrian refugees.  If need be, he pledged, they will be taken into people's homes.  That offer has been interpreted by some Turks as a warning to Damascus: As Mr. Erdogan has said, Turkey will not stand by as Syria implodes. ]]></description>

		<description><![CDATA[ Iran's National Security Adviser Saeed Jalili is calling for a new round of negotiations with the West over its nuclear program, amid heightened tensions in the Persian Gulf over threats by Tehran to close the vital Strait of Hormuz.  About 40 percent of the world's oil purchases transit through that waterway. Iran's Al-Alam TV reported that security adviser Jalili made the offer to resume negotiations with the West Saturday, during a meeting with Iranian ambassadors in Tehran.  It added that Iran's ambassador to Germany would present the proposal to EU foreign-policy chief Catherine Ashton. The fresh diplomatic overture follows Iranian threats to close the Strait of Hormuz earlier this week.  The U.S. later countered with a promise to keep the strait open - calming oil markets, which had been roiled by the earlier threats. Iran also appeared to have backed down Saturday from an earlier vow to launch long-range missiles during its ongoing 10-day naval maneuvers in the vicinity of the Strait of Hormuz.  Initial reports that it had launched the missiles were followed by later denials by a naval spokesman. Rear Admiral Mahmoud Mousavi portrayed the naval maneuvers as a mostly defensive action by Iran.  He said that the Iranian naval maneuvers in the region of the Gulf of Oman and the Indian Ocean are aimed at keeping the vital Strait of Hormuz open, and that Iran is testing its defensive capabilities, including various missiles in its arsenal. Reports in the Arab press indicate the U.S. aircraft carrier John C. Stennis had entered the Persian Gulf and was observing the Iranian maneuvers from a distance.  The Strait of Hormuz is an international waterway, and closing it would constitute an act of war. Iran analyst Alex Vatanka of the Middle East Institute in Washington says Tehran is trying to show that it is capable of closing the Strait of Hormuz, while at the same time trying to resume negotiations over its nuclear program which broke off last January: "The primary message, I think, from the latest Iranian naval exercises and their suggestion that they are both able and perhaps willing to close down the Strait of Hormuz, if it comes down to that, is for the Iranians to say to the West that they, too, can raise the stakes," said Vatanka.  "I think that is the key issue here. But as we've also seen the Iranian state in action elsewhere, there are signs of them again raising the issue of the continuation of the negotiations track, aimed at resolving the nuclear stalemate." Mehrdad Khonsari of the Center for Arab and Iranian Studies in London argues that Iran's recent threats to close the Strait of Hormuz is an attempt to scare the West into avoiding further economic sanctions now being debated in both the U.S. and Europe: "The Iranians have resorted to bluffing and to trying to intimidate people into inaction against them," said Khonsari.  "So this issue over the Strait of Hormuz, which has gained so much public attention, is really much ado about nothing, because nothing has happened." He goes on to argue that the Iranians "are in no position to carry out any of their threats," and that most policy-makers in the West Know that.  Some analysts say that economic sanctions recently passed by the U.S. Congress preventing dealings with Iran's central bank could prompt Tehran to lash out at the West.  Khonsari, however, says the sanctions will not bite too hard, because neither Russia nor China will allow the U.N. 		<description><![CDATA[ Thousands of Syrian army deserters who joined the country's opposition movement have been staging more frequent and deadly attacks on forces loyal to President Bashar al-Assad in recent days. Those offensive operations by the lightly-armed and loosely-organized Free Syrian Army have increasingly militarized what has been a largely peaceful eight-month uprising against the government. In recent weeks, the rebels engaged in battles with pro-Assad troops in the northwestern province of Idlib, central province of Homs and southern province of Daraa. On Wednesday, the Free Syrian Army escalated the fighting by attacking military facilities on the outskirts of the capital, Damascus for the first time. Syrian opposition activists say the rebels struck an air force intelligence complex in the suburb of Harasta with rockets and gunfire. Watch a related report by Elizabeth Arrott Chris Phillips, a Syria expert with the Economist Intelligence Unit in London, says the air force base is notorious for using repression to prevent dissent within the military. He says he believes the attack on the base was a symbolic effort by the rebels to intimidate pro-Assad forces rather than an attempt to seize facilities controlled by the much stronger military. A Look At Syria's Main Opposition Groups Syrian National Council: - Turkey-based coalition of varying ideologies is Syria's largest opposition grouping. - Secular dissident Bourhan Ghalioun announced the council's formation in October and said it rejects foreign intervention. Rejects dialogue with President Bashar al-Assad's government and has been urging him to resign. - Has created a general assembly, a general secretariat and an executive committee whose members will chair the council on a rotating basis. National Coordination Committee: - Primarily based in Syria. - Wants the government to enact reforms though dialogue and by building new civilian institutions. - Headed by Hassan Abdul-Azim, who has been demanding an end to President Assad's crackdown as a condition for any dialogue between the government and the opposition. Free Syrian Army: - Comprised of military defectors. - Initially formed to protect civilians but has increasingly gone on the offensive against pro-government forces. - Activists say the group launched a high-profile attack Wednesday against a military intelligence complex near Damascus. It used rockets and other weapons to damage the building. Also, the group says it has created a temporary military council that intends to unseat President Bashar al-Assad's government. - The group claims to have at least 15,000 members but those claims have not been independently verified. - Colonel Riad al-Asaad formed the group shortly after he defected in July. Phillips also says the Syrian rebels have been emboldened in recent days by the Arab League's decision to suspend the Syrian government's membership and by Jordanian King Abdullah's call for Assad to step down. He says the rebels have interpreted those moves as an opportunity to bring their fight to the capital, which has been largely quiet since the uprising began in March. "I believe that by attacking the outskirts of Damascus, they're trying to send a message to the, for want of a better word, undecided people in Damascus - to let them know that this is going to start affecting their lives as well, and now is the time to join the uprising, to play their cards,"  said Phillips. The Free Syrian Army released a statement late Tuesday saying that it has formed a temporary military council whose goal is to weaken the Syrian security forces. But Phillips says the rebels have given mixed messages in the past week about their desire to militarize the uprising, indicating that they remain fragmented. "We're talking about a lot of different pockets of people, rather than a clear, structured, united command," he said. Phillips says the Syrian rebels do not appear ready to engage in the kind of armed rebellion that overthrew Libyan leader Moammar Gadhafi. The Syrian military has not yet seen whole units or generals defecting to the opposition as they did in Libya. And the Syrian rebels do not control a territory. Libyan transitional forces used the city of Benghazi as a launching point for their rebellion that grew out of a largely cohesive opposition base. Syria's opposition is fragmented into at least three groups. VOA's Elizabeth Arrott speaks with Syria analyst Nadim Shehadi via Skype about the attacks and what they mean for activists advocating peaceful protest: Nadim Shehadi, an associate fellow of the London-based Chatham House, says divisions will hinder a united militarized movement to civil war. "The opposition narrative - the dominant opposition narrative - is still that of a non-violent and peaceful protest," he says. And, Shehadi adds, that makes international military moves less likely. "The Syrian National Council has sent a document to the Arab League and to the U.N. appealing for the protection of civilians under the duty-to-protect laws which is a universal obligation under U.N. rules, so there is a call for protection of civilians, under the duty to protect but it is different than calling for a foreign military intervention as we understand it," he says. 		<description><![CDATA[ European leaders meeting at the second emergency summit in Brussels this week announced an agreement to force banks to sharply increase their capital requirements so they can absorb expected losses on holdings of Greek debt. Leaders say it's an important first step in a larger plan to restore financial stability in the region.  But while the broad outlines of a comprehensive debt relief plan are starting to emerge, the details remain sketchy.   Under intense pressure to reach an accord aimed at resolving the two year old debt crisis - European leaders agreed on a plan Wednesday to force banks to boost their capital ratios to make sure they can deal with future emergencies. Lithuanian president Dalia Grybauskaite called it a major breakthrough for the 27 member countries of the European Union.  But she says now the work begins. "Of course the main thing now is restructuring all the banking sector, to stabilize and to give the guarantees that we are all behind it. So the Greek package will be renegotiated now and to go to the banking sector and representatives of banks.  But we 27 give green light for negotiations to be finalized.  And now it's all about technicalities," she said. One of the technicalities involves the amount of Greek debt European banks are willing to write off.   European leaders want banks to take as much as a 60 percent loss, nearly three times the amount they agreed to in July. Although England is not one of the 17 countries that use the euro, British Prime Minister David Cameron says the developments are crucial to the success of the entire continent. "It's very much in Britain's interest that we sort out these problems and solve this crisis. We made good progress on the bank recapitalization. That wasn't watered down, it's now been agreed. It will only go ahead when the other parts of a full package go ahead and further progress on that needs to happen tonight (October 26, 2011)," he said. German chancellor Angela Merkel, who won a mandate from German lawmakers to boost the size of the eurozone rescue fund, said it was crucial for the region to act as one. "Germany can't do well if Europe doesn't. That's why the most important goal for the government must be that Europe emerges stronger from the crisis. This means Europe must become a Stability Union," she said. Financial markets had anticipated more progress in Brussels this week.   Michael Hewson, a market analyst for CMC markets in London, said "We're not going to get a quick resolution, the market's going to have to suck it up." 		<description><![CDATA[ Police in New York arrested more than 70 protesters Saturday, including dozens in Times Square, as part of a month-long global demonstration against what protesters call corporate greed. Police in riot gear, and others on horses tried to push protesters out of the square. The protest was just one of several throughout the United States and across the world Saturday inspired by the Occupy Wall Street movement. Filmmaker Michael Moore told VOA he took part in the Wall Street demonstration to show solidarity with the protesters making a statement against corporate America. In Rome, police fired tear gas and water cannons when a small number of the hundreds of protesters filling the streets broke away from the main group and began smashing windows and lighting fires. Police presence is heavy in the Italian capital. In London, scuffles broke out between police and protesters among the hundreds gathered near St. Paul's Cathedral. Demonstrations also took place in many other countries, including Australia, New Zealand, Spain, Germany and France, where members of the Group of 20 financial powers are meeting in Paris to discuss the European economic crisis. Many demonstrators are protesting inequality between the rich and poor, calling themselves "the 99 percent" in contrast to the "one percent" of people who they say account for most of the world's wealth. Other causes the protesters espouse include abolishing capitalism, lowering college tuition and ending the wars in Iraq and Afghanistan. In Japan, small demonstrations were held Saturday that centered on ending the use of nuclear power. The Occupy Wall Street protest began on September 17 with a small group of activists accusing what they called "corporate America" of fostering a growing economic divide between the wealthy, and the poor and middle class.  The movement has gathered momentum despite criticism that it lacks a central focus.
